I'm no expert, however this is not really a fine, as I understand it. It is sort of a surcharge (to make $) on top of the normal fines.

It is administered by the Virginia DMV, rather than the courts, and they can cancel the license of the offender who does not pay. Since they cannot do this to drivers who are licensed in other states, it applies only to Virginians.

Sure to be challenged, but I percieve some lower speeds on I-81 since July 1.
