Pennsylvania used to be worse than that many years ago...the way the motor vehicle code was written, you really couldn't replace your exhaust with anything other than what the factory provided...this was over 30 years ago, before emission controls; if you modified your engine, and wanted to put headers and dual exhaust on your previously single exhaust car, you were technically in violation of the law...sometime it got loosened up, but I don't remember exactly when it was...
