I am a HK owner of a CS. Whether you order the car now or wait until news are released on the face-lift version depends very much on how eager you want to drive the car. My own experience tells me that if a new car is out for 2-3 years and you get used to seeing them in the street, you lose your passion to own one. If you want to keep the car for say, several years, I suggest you buy it now and enjoy it. Besides, the price for CS has risen by about HK$20,000 now. I believe when the face-lift version appears, it will be more expensive. On the issue whether you can get a good deal from the dealer. My experience is that there is no way you can do it. Every option has a list price and there's no discount. If you intend to load your car with many options, perhaps you may be able to get 1 or 2 minor options free of charge.
