I am not an electronics installer, nor do I play one on TV

However, you could also try putting filter capacitors between the power and ground wires of your headlights. If the EMI is being transmitted over the wires, the caps should dampen it -- Gator Bite's tests should answer the question about how the EMI is being transmitted.. A good car stereo installation shop should be able to help you with the caps.
