Please re-read. While some regions and PCA "allow" it, the INSURANCE that PCA carries for these events does NOT. So if you get into a wreck and are caught using it the insurance PCA has goes out the window. Some regions are more concerned about that than others. There is only one source now for PCA insurance for all DE events and that insurance doesn't allow it, that's what I am trying to say, which technically means no PCA DE should allow it, even though PCA itself doesn't ban it. Hope that made more sense...
