I doubt that a .25 qt. overfill will do any damage, although I want about .5 qt. down from full for tracking. It may be difficult to know in the shop exactly when "precisely full" is reached, even while looking at the oil level gauge. I usually ask for just 8 quarts and check the oil level the next morning after the drive home. So I usually do the fine adjustments myself.

I recently had a dealer oil change for the first time and specifically asked the tech not to over-fill. He promised that he would not over-fill. I was charged for 9 quarts, and the next morning the oil level showed at the full (not over-full) mark.
