Craig, if its taking that much effort to remove the brake dust, I'm not so sure a relatively mild cleaner like p21s is going to be enough. However its probably a good start to see just how much it'll remove. IMO, from the sound of it, you may need a mild polish to remove the caked on dust. I've actually had to clay and polish the inside of rims to remove brake dust before. You can try a strong cleaner like premium blue (can be diluted) with a wheel brush if you dont feel comfortable using a polish/clay. I think the important part is to get a layer of sealant down on the rim once you have it all cleaned up to help prevent this from happening in the future/. Hope this helps.
