My biggest pet peeve is people who talk on their cell phones while they're driving. Drives me freaking nuts. They'll drift in their lane and cut people off as their changing lanes all because they are too consumed in their conversation. Get a freaking headset if you must talk!
All of those people drive me crazy. There are so many cell phone users driving that if the states wanted to balance their budget, all they'd have to do is issue tickets.
The other ones that drive me nuts are people who have no idea what that stick on the steering column for signals is for. These people just change lanes or make turns without any notice what so ever. The rest of us are not mind readers.
Truth of the matter is that just about every one of those pet peeves in that article drive me crazy. Going slow in the left lane (US Drivers), no signaling, eating while driving, cell phones, the list goes on. What ever happened to just driving when you're in the car?

headsets are a must if talking is a must - guh. it irks me more to see police driving around on their cell phones... and public transportation bus drivers...

I get very aggravated when a car won't turn right on red when there is absolutely no traffic coming (and it isn't prohibited by signage). I usually give a light tap of the horn to politely remind them they aren't they only car in the lane. Strangely, even after this some people refuse to budge. Also can't stand slow drivers in the left lane. The absolute best is with two lanes when two slow cars manage to synchronize their speeds side by side effectively blocking the highway for any car that might want to go the speed limit or Lord forbid a few mph over it.
One of the worst is when you want to move over to the right lane anticipating an exit, and so you activate the right blinker to let the driver know your want to move over. Instead of allowing you in he moves up and actually tries to keep you from getting over. Who are these people? And if you go ahead and move over while there is space, you get all sorts of gestures, mono digit salutes, etc.
Yeah its sorta funny how when one requires to change lanes when there is a valid space to go, 7 times out of 10 the person will speed up to prevent you from changing lanes. Its like they are acting like they own the air space in front of them, its pathetic. I see this everyday in nyc, every singe day at least once.
The article comments on NYC a few times - as a bad place to drive. My experience with NYC for the first time last year was one of joy! If there is a hole in traffic, go for it. I guess if you are a little sheepish in your driving than it might not be the best place, but for me it was #1.
I'm not commenting on driving habits as I just took a chunk out of the rear wheel and bent the suspension on my Subie this morning as I bounced it off a curb while sliding sideways in the snow - just seems that me and Subies get into trouble all the time.....

On a related note, I wish on four-lane roads that people going straight at a stoplight would vacate the rightmost lane to allow right-on-red turners to proceed. There's one near my house which is a moderately long light, and one person waiting to go straight in the right lane can hold up 4-7 cars waiting to turn right.
My biggest pet peeve is people who drive with both feet... one on the brake and one on the gas. Their taillights end up being on almost constantly.
Also not a huge fan of people who don't know what a free-flow lane is, and end up stopping before merging.
Oh and during winter... people not driving in the proper lane. Here in Edmonton there is quite a bit of snow on the streets, and people can't seem to stay in the lane properly, especially around curved sections where 4 lanes magically turns into 3.
There are studies that indicate that driving while talking on a cell phone (with or without a headset) are just as distractive as being under the influence of alcohol.
So, when caught, the driver should get the same sentence. Maybe we can start a not-for-profit organization CACPD - caymanites against cell phone drivers, and get them off of the road.
