Mineral Spirits from your local hardware store will work very well & a can is inexpensive.
Let it do the work. Spray it on, and let it disolve the tar. Rub very softly, and be very careful not to drag and rub the tar/grit into the paint. Spray, let sit for a minute, wide softly, repeat. Be patient and gentle.
WD40 is also good to get the cosmoline off and the glue from old wheel weights when you get your tires rebalanced.

Are you sure that it is tar and not a gob of brake dust?
Anyway, 3M Adhesive Remover is great stuff. It doesn't hurt cured paint surfaces, like you wheels or you paint. But, you should wear protective gloves and wash the surface afterwards.
That's what I use for stuck bugs and road grime. Body shops use it. And it is often used to prep a car for applying a clear bra.
Hey, it even works to remove adhesive residue.
