It's actually up to the dealer, somewhat. I am sure that they have a guideline they follow. And they also may have to pay extra to effect a change.
If I recall what I was told when I ordered my car, was I could make changes up until it was submitted by the dealer - which they apparently don't do every day. Then after the car is in the system, it is more effort. And it can delay production on the car.
Now, if your car has been ordered with options that are good features, then they may let you oder another car and just sell yours upon arrival. But to do that you would have to have a pretty good relationship with your dealership, I suppose.
