PASM vs Blistein PSS9

Two questions:

1) Are Blisteins better than factory PASM suspension?

2) Can you get the "dropped" and lowered appearance (that makes your wheel setup look perfectly) with PASM?

Highly application-dependent. I'll let a track rat chime in with an informed opinion.

You're looking for PSS Damptronic coil overs (fully adjustable ride height with PASM-type dampers). OEM PASM cars are about an inch lower than non-PASM btw.

Note that it has probably not yet been sifted out, which is better on the track, PSS9 or PSS Damptronic.

PASM with PSS Dampatronic is the way to go. Confortable at street and confidence at course.
