Removing the lower panels may create more drag at speed; might help a little around town. Moving high weight lower is a track trick. In terms of gas mileage, low weight counts too. Unsprung rotating mass (wheels, tires, brakes) counts most.

F = ma, so acceleration is inversely proportional to mass. So for a 2,800 lb car, a 70 lb difference in driver weight translates to 2.5% difference in acceleration. No difference in top speed on a flat road which depends only on drag coefficient, not weight.
