Cheapest Toyo RA1

since tire track does not stock Toyo RA1, anyone know where the cheapest price is for new unshaved tires?

Not sure about Texas, but the cheapest place to get them in N. California is A.I.M Tires located at Infineon Raceway. I've bought several sets through them over the years, and they are a quite professional, although small, outfit. They support all the local Toyo Spec class racers out here (Miata, 911, etc).

What exactly do they do when they shave tires and why is it done? Get right to the sticky part of the tire but waste half the life?

More than you want to know here: Tire Tech Information - Shaving Tires for Competition

Essentially, shaving maximizes dry traction earlier in the life of the tire.
