The first wheels are techart formula; the second design is popular and available from several manufacturers...but it's most probably the DPE S5 (http://www.dpengineering.cc)

This thread highlights why I don't like black wheels very much.

I can barely make out any detail on those wheels. Being in the shadow of the wheel well and everything.

I can appreciate the attraction of having a 'black circle' where the wheels go, but in my opinion most of the detail is lost.
