I didn't know for sure, but it looked like a Rolls and I thought it was from the late '30s based on the fender design and the non-spoked wheels. I did a little internet search and got lucky to quickly find a comparison photo.
Its tough to say as the grill and radiator mascot is the best way to tell. Unluckily its very hard to tell. The body's for the high end cars were built by couch builders so you might see the same style on a Rolls, Packard etc.
Must have drawn lots of looks.

Many cars of this era were sent to coach builders for custom made bodies. I agree this looks like a Rolls. Even some American cars of the time had one of a kind bodies. Packard was one of them.
I don't know about it being a Rolls - I can't spot the 'Spirit of Ecstasy' on the radiator. But then it sure looks close to the Rolls that was pictured here too...
Late reply, if anyone cares. I believe it is a Rolls and you CAN see the "spirit" radiator cap ornament. She is leaning backwards, not forwards, which is where you are probably looking. It does have wire-spoked wheels. They are covered with Ace wheel covers. No, they do not keep spinning when the car stops.
