I don't know the answer to that particular thread because I read it down in Auto OT. But I can probably answer "in general"
Sometimes people just start new threads in "Chat". Well, it's not really supposed to work that way. Some might do it to get visibility. In reality, new threads, if there are needed, should go in whatever forum they belong. For example, you want to talk about Porsche ALMS racing, it goes in Auto OT because it has nothing to do with Caymans. You want to talk about your new car, if you talk options it goes in "Configurations" or otherwise in "Sales and Leasing", etc. Cayman "Chat" may catch the stuff that doesn't go into the other forums. In other words, it should be the
last place to start a new thread if it doesn't fit into another forum.
Sometimes new threads appear on subjects that have been discussed many times before. For example, there is no need for a half dozen threads on the last Sebring Race. Sometimes they get merged. I think K-Man added a new feature to give you an option of old threads to add to before starting a new thread.
But, in general, they get moved because the moderator thinks they belong somewhere else. See

Sometimes people make mistakes too, we're all human
