You can find the competition rules on the Zone 8 website, but yes a license of some sort is required. I believe you need to complete 6 Autocross events before you can compete in a PCA TT event. There are other requirements as well (e.g., safety equipment).
There is an AX event during the festival (on Sunday) that I do plan to run if I am in town.

Lets do it... We need to look into the corralling of our Club's Cayman's corralled at the event. This could very well be a really great event. Check the Speed Festival 2007 details.
Just a few notes. sapple89 - I believe that one must be 18 to enter driving events, possibly for legal/insurance reasons. There will be lunchtime tours of the track - I think it costs $25 and you drive at non-racing speeds, controlled by pace cars. The link that zornet posted has most of the racing, AX, etc. info that you need. Rather than enter events, my wife and I have volunteered to help, and we will be there for the three days.
